The United Nations Climate Change Conference in Copenhagen should have cleared a path for the U.S. Congress move forward again on climate change legislation, but Senate Democrats already are saying the bill might not come in 2010. After fights over the stimulus and health care, legislators are less willing to stomach compromises on climate change. Speaker of the House Nancy Pelosi (D-CA) is looking smarter for having passed the House’s version of the climate change bill when she had the chance.

The final week of international climate negotiations before the major COP15 summit in Copenhagen next month ended in Barcelona today with little progress made on the two principal issues fueling the continuing statement between rich and poor nations, specifically mid-term mitigation targets and financing. Delegations from 50 African nations brought the talks to a halt on Tuesday, saying any further negotiations required a firmer commitment from industrialized nations on mid-term emission reductions targets. Leaders from the delegations said that countries should commit to a 40% reduction over 1990 levels by 2020, far higher number than any developed nation has put on the table.

As promised, Republican members of the Senate Energy and Public works committee failed to show up at the mark-up session for the Kerry-Boxer climate and energy bill convened by chairperson Senator Barbara Boxer, save for a brief appearance by Ohio Senator George Voinovich – who showed up for a brief time to deliver a prepared statement as to why they weren’t showing up. Ostensibly, the Republican’s justify their refusal to participate in the deliberative process (i.e. their jobs) because they claim there is not sufficient cost-analysis on the bill from the Environmental Protection Agency (EPA).
